Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are delivered from multiple capitals. Immense energy is devoted on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capability afforded by up-to-date information. From witness perspectives, defense planes that had been scrambled to counter approaching cruise missiles roared overhead – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to grim resignation: maybe the approaching threat won't hit its mark this time, preventing destruction from devastation and further power outages.
Persistent Threats
Not long after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. Washington functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does minimal to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be much harder after current events, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
